JOB SUMMARY:

As the Chief Administrative Officer of the Reno-Sparks Indian Colony Housing Department (RSICHD), the Director plays a pivotal role in the leadership and management of housing initiatives. Reporting directly to the Tribal Chairman and RSICHD Board, the Director is tasked with implementing policies that guide every operational aspect, from budget and finance to property procurement and housing development. This position requires skilled oversight of daily activities, ensuring community understanding of the Tribal Council’s direction through effective communication. The Director develops strategic responses to operational challenges, revises procedures as necessary, and provides essential reports to the Council. Additionally, this role includes managing housing development projects, coordinating applications for funding, and executing contracts with agencies like HUD.With a strong focus on compliance, personnel management, and enhancing financial protection programs, the Director must ensure that all operations meet established guidelines while addressing community needs effectively.

JOB RESPONSIBILITIES:

  • Oversee the daily operations and administration of the RSIC Housing Department.
  • Manage department budgets, finances, procurement, inventory, and property operations.
  • Plan, organize, direct, coordinate, and execute housing department functions.
  • Supervise, train, and evaluate RSICHD staff and personnel.
  • Communicate Tribal Council and Housing Board policies and plans to the community.
  • Develop and implement operational procedures consistent with RSICHD policies.
  • Review department reports, directives, activities, and progress toward objectives.
  • Report major housing department issues and recommend solutions to Tribal Council.
  • Prepare and manage all official written correspondence for the RSICHD.
  • Prepare and submit accurate and timely reports to the Tribal Council and Housing Board.
  • Develop and manage new housing construction and rehabilitation projects.
  • Research and prepare funding applications for HUD, Fannie Mae, and other agencies.
  • Prepare and submit project completion and occupancy documentation.
  • Coordinate housing development activities with architects, contractors, agencies, and other stakeholders.
  • Prepare bidding documents and oversee the selection and award of construction contracts. Develop programs supporting homeowner and renter insurance, fire prevention, health, and safety.
  • Administer construction contracts, payments, inspections, and compliance requirements.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in Business, Public Administration, Finance, or equivalent experience.
  • Knowledge of procurement and liability management principles and practices.
  • Experience administering HUD-funded housing programs or similar funded programs.
  • Strong written and verbal communication skills.

PREFERRED REQUIREMENTS:

  • Master’s degree in Business Administration, Public Administration, Finance, or a related field.
  • Extensive experience managing HUD-funded housing programs.
  • Experience managing tribal housing programs or working with Tribal Housing Authorities.
  • Experience in housing development, rehabilitation, and construction project management.
  • Experience securing and administering HUD, Fannie Mae, and other housing-related funding.
  • Strong knowledge of HUD regulations, management directives, and compliance requirements.
