JOB SUMMARY:
The United South and Eastern Tribes, Inc. (USET) Office of Tribal Public Health (OTPH) Co-Director collaborates in leading all departmental operations and delivery of the seven core functions of a Tribal Epidemiology Center (a Tribal public health authority). Incumbent is responsible for co-developing and implementing programs, functions, services and activities in fulfillment of grant, contracts, and cooperative agreement deliverables in alignment with USET and OTPH Strategic Roadmaps. The incumbent provides support to the USET Executive Director, Health Committee Co-Chairs and Tribal Health Directors by serving as a primary resource for current health related information. Incumbent also serves as liaison between federally recognized Tribal Nations and Urban Indian Health Centers within the Indian Health Services Nashville Area/USET Region and various health agencies and organizations to ensure that Tribal Nation health is represented and protected. The incumbent holds shared direct departmental leadership and supervisory responsibility with the fellow OTPH Co-Director for employees/contractors/consultants hired/retained under the auspices of the Office of Tribal Public Health, with an emphasis on, but not limited to, epidemiology and data improvement oversight.
JOB RESPONSIBILITIES:
- Responsible for the creation and execution of strategies that support broader departmental growth.
- Responsible for the direct program administration, budget management and supervision of personnel within the Office of Tribal Public Health.
- Prepares and/or reviews annual funding documents for submission to funding agencies.
- Develops, implements, and monitors programs, functions, services and activities in fulfillment of contracts, grants, and cooperative agreement deliverables.
- Provides guidance and support to the USET Executive Director for changing developments in health programs, policies, regulations and legislation that may require USET attention and action.
- Represents USET at the national, area and/or local level by attending meetings, conferences and/or serving on committees; also prepares special reports for USET Executive Director and Health Committee Co-Chairpersons, which include recommendations for action.
- Collaborates on the administrative support to the USET Health Committee Co-Chairpersons and Tribal Health Directors by coordinating meetings and conference calls, including preparation of meeting materials, presentations and position papers.
- Acts as the liaison between USET member Tribal Nations and federal/private agencies/organizations, also responsible for coordinating and facilitating Tribal consultation between USET Tribes and these entities where applicable.
- Researches, develops, and maintains relationships with federal funding agencies and the general health care industry; this includes, as necessary, attending conferences, writing/submitting proposals and coordinating presentations for the USET OTPH on behalf of USET member Tribal Nations.
- Coordinate partnership and collaboration with Nashville Area Office staff and jointly provide orientation regarding USET OTPH, Health Committee, and Nashville Area Office programs, functions, services and activities to new Tribal Health Directors and/or Tribal health personnel and IHS personnel.
- Serves as a clearinghouse of information regarding the status of health programs, policies, regulations, legislation, publications, educational materials, and health related advisements and disseminates current information in a timely manner.
- Perform other duties as assigned by the Executive Director.
MINIMUM REQUIREMENTS:
- Minimum of a bachelor’s degree in health administration, Public Health, or closely related field obtained from an accredited college or university that has equipped the applicant with the specific knowledge, skills and abilities to successfully perform the duties of the position.
- Minimum of five (5) years’ experience working with Tribal health programs, including health planning, management and analysis of health policy issues.
- Cultural sensitivity/ability to work within the customs and traditions of various Tribal groups.
- Must possess excellent verbal and written communication and organizational skills.
- Must be computer literate and proficient.
- Ability to travel on average 35% and work irregular hours as necessary.
PREFERRED REQUIREMENTS:
- Certified Health Education Specialist CHES or Certified Public Health CPH preferred.
