JOB SUMMARY:
The Transit Fleet and Safety Manager (TFSM) will be responsible and accountable for ensuring that cost effective preventive maintenance, repair and inspection activities are performed on a regular schedule for all vehicles and equipment associated with the Kayak Public Transit Program. Additionally, the TFSM will directly supervise maintenance staff and report to the Transit General Manager. The TFSM will be responsible for driver and safety training, accident investigation and insurance claims. The TFSM must maintain a good working relationship with the public, Kayak and CTUIR staff, the Federal Transit Administration, the Oregon Department of Transportation (ODOT) and the Public Transit Division staff. Maintenance and inspection of vehicles that transport human passengers is imperative for safety and technical competency. Preventative maintenance is an essential element of effective maintenance and our asset management program, as it ensures maximum vehicle reliability, life (“state of good repair”), and passenger comfort and safety. Preventative maintenance requires that regularly scheduled maintenance be performed in order to minimize malfunctions and breakdowns in a proactive manner. Comprehensive maintenance requires performing necessary repairs promptly to prevent further damage and additional expenses, to maintain vehicle safety and align with audit requirements. The TFSM should also develop a working knowledge of, and maintain, the Transit Asset Management Plan, Vehicle Maintenance Plan and the Vehicle Safety Plan.
JOB RESPONSIBILITIES:
- 1. Must work with vendors and suppliers to track and control parts and supply inventories.
- 2. Must work in cooperation with the Transit General Manager, providing monthly maintenance reports, budget requirements and vehicle availability. Manage the financial and accounting aspects of fleet maintenance program.
- 3. Assists in performing hands-on work activities to the highest possible standards in a safety sensitive environment. This may include performing preventive maintenance on transit vehicles in the absence of the fleet mechanic and after-hours support in emergency situations.
- 4. Must maintain a working knowledge of OSHA safety, EPA environmental regulations and SDS record keeping requirements.
- 5. Implement efficient shop and office procedures, use of shop software and applications for repair order processing, inventory control, and vehicle maintenance and inspection history files.
- 6. Must be able to efficiently prioritize, implement and manage work schedules, projects and assignments.
- 7. Responsible for overseeing day-to-day management of vehicle maintenance and shop operations.
- 8. Responsible for providing advice to supervisors of modifications in fleet and shop management procedures, citing changes in regulations and findings from agency performance reviews.
- 9. Ensure that the Kayak Transit Asset Management and procurement procedures are in line with the CTUIR Fiscal Management Policy guidelines.
- 10. Must ensure compliance with all Federal Transit Administration and ODOT Public Transit Division regulations and circulars and industry standards regarding vehicle maintenance and safety and management of business and shop operations.
MINIMUM REQUIREMENTS:
- 1. Associate’s degree or Certificate of Completion in Automotive-Diesel Technology coursework is required.
- 2. Have a minimum of five (5) years’ experience at the journeyman level working on both gasoline and diesel-powered vehicles and equipment.
- 3. Minimum three (3) years of supervisory experience.

The following current industry certifications or licenses are required: • Vehicle Maintenance Management and Inspection, such as is available through CTTA • Air Brake Systems Inspector certification • Hydraulic Brake Systems certification • Automotive Air Conditioning Technician certification • D
- 5. Have a working knowledge of current diesel engine emissions handling components, troubleshooting and diagnostic procedures.
- 6. A current Oregon CDL with at least class B, passenger and air brake endorsement, a current DOT medical card on file with the DMV is preferred and be able to meet CTUIR insurance requirements.
- 7. Must be familiar with the Code of Federal Regulations (CFR) part 49, subparts 393, 396, Subpart G and the Federal Motor Vehicle Safety Standards (FMVSS) that apply to bus maintenance and safety.

Must have strong interpersonal and communication skills, including the ability to communicate effectively, orally and in writing, through concise reports, memoranda, directives, emails and letters. PREFERRED REQUIREMENTS:
