JOB SUMMARY:

Under limited supervision of the SGA Commission, responsible for directing, managing, and monitoring all legal services for SGA to ensure maximum protection of its legal rights and to maintain its operations within the limits prescribed by law. Provides strategic guidance, consultation, and support to senior management and the Commission on a comprehensive range of legal and associated issues involved in implementing the strategic mission, goals and objectives of SGA and all entities in accordance with applicable tribal, state, and federal gaming regulations. Maintains strict confidentiality of privileged information.

JOB RESPONSIBILITIES:

  • Provides legal counsel and guidance to senior management and the Commission on all legal matters relevant to gaming operations and tribal sovereignty.
  • Anticipates and identifies legal issues and counsels management to develop legal strategies and solutions.
  • Reviews, research, interpret, and prepare both written and oral opinions on a wide variety of legal issues.
  • Drafts, reviews, and approves policies and procedures, regulations, bylaws, and other legal documents.
  • Reviews contracts, compacts, leases, and other legal documents; research legal issues and recommends revisions as necessary.
  • Works collaboratively with other legal staff and outside counsel to ensure appropriate identification, analysis, prioritization, and coordinated response to legal, risk management and compliance issues.
  • Represents or oversees the representation of SGA and management in judicial and administrative proceedings, and in negotiations with other agencies.
  • Prepares and presents reports on the status and activities legal issues to the Chairman.
  • Oversee the supervision of personnel, which includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
  • Contributes to the organization’s effectiveness by offering information and opinion as a member of the executive management team; integrating objectives with other functions; accomplishing related results as needed.
  • Maintains positive relations with tribal, state, federal and local governments, and public agencies.
  • Stay abreast of new technologies and principles by conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencie
  • Must be physically present at Commission Meetings and Work Sessions.
  • Knowledge of applicable federal, state, county and local laws, regulations, and requirements related to casino operations, Tribal Sovereignty, gaming regulations, and state compacts.
  • Skill in assimilating, reconciling, and prioritizing diverse information, recommendations, policy considerations, and organizational objectives.
  • Ability to interpret and communicate applicable federal, state, county and local laws, regulations, and requirements related to casino operations and Tribal Sovereignty.
  • Must be physically present at Commission Meetings and Work Sessions.
  • Must be willing to relocate to the WNY area.

MINIMUM REQUIREMENTS:

  • Juris Doctorate from an American Bar Association accredited law school.
  • Member of State Bar of another state.
  • Valid driver’s license and clean driving record.
  • No felony, theft or stealing convictions.
  • Must be able to successfully pass a pre-employment drug/alcohol screen, background investigation, obtain and maintain Key Gaming License.
  • No employee shall have been convicted of a felony identified in the Seneca Nation of Indians Class III Gaming Ordinance.

PREFERRED REQUIREMENTS:

  • Ten years of legal experience in tribal casino operations.
  • Member of the NY State Bar.
  • Gaming regulatory experience preferred.
