JOB SUMMARY:
The Director of Compliance, under the direction of the Deputy Executive Director or designee of the Catawba Nation Gaming Commission, is responsible for the oversight of gaming activities in accordance with Tribal, Federal, and State law. The position is responsible to ensure the integrity of gaming and protect the interests of the Catawba Nation. The Director will monitor compliance of Tribal Gaming Regulations including IGRA, NIGC, Catawba Gaming Ordinance, etc. and assist in the development of policies and procedures for gaming.
JOB RESPONSIBILITIES:
- Provide daily leadership and oversight of the Gaming Commission Compliance Department, including supervision, organization, and performance monitoring of staff.
- Train and advise staff on the interpretation and application of Tribal and Federal regulations, the Tribal-State Compact, and CNGC policies.
- Assist in developing and implementing methods and procedures to ensure effective enforcement of Federal, State, and Tribal gaming regulations.
- Conduct on-site inspections, walkthroughs, and observations of licensed gaming facilities to identify risks to the Catawba Nation’s assets and integrity.
- Report issues and updates to the Deputy Executive Director, Executive Director, and CNGC Commissioners in a timely manner, including recommendations when appropriate.
- Coordinate and maintain professional relationships with Catawba Two Kings Casino upper management.
- Maintain thorough knowledge of Tribal Regulations and Ordinances, the Tribal-State Compact, Catawba Nation’s Minimum Internal Control Standards, and Title 31 regulations.
- Collaborate with federal, state, and local law enforcement and emergency response agencies on regulatory enforcement, investigations, and prosecutions, as directed.
- Conduct investigations and report findings to the Deputy Executive Director and Executive Director.
- Review and investigate patron disputes or complaints unresolved by casino management.
- Develop proficiency in investigation and interview techniques.
- Maintain knowledge of gaming devices, technical standards, and game protection practices.
- Observe casino activities and staff for suspicious or illegal behavior and report findings.
- Prepare internal reports as required by leadership.
- Manage document retention and destruction protocols for investigative files.
- Evaluate staff performance, provide development in both technical and interpersonal skills, conduct written evaluations, and administer disciplinary actions as needed.
- Fulfill responsibilities required of a Catawba Nation, including procurement, accounting, finance, and human resources functions.
- Develop and implement best practices and Standard Operating Procedures for the Compliance Department.
- Review and recommend updates to rules and regulations applicable to Tribal gaming operations.
- Maintain strict confidentiality of all sensitive information, including licensing matters, investigations, exclusions, hotline reports, and other Gaming Commission activities.
- Perform other duties as assigned.
MINIMUM REQUIREMENTS:
- Minimum of 10 years of experience in casino compliance, including 5 years in management role.
- Bachelor’s degree or higher in Accounting, Finance, Public or Business Administration, or a related field with equivalent experience.
