JOB SUMMARY:
This position is responsible for the planning, directing and supervision of the Human Resources (HR) function at Haak’u Health (HH).
JOB RESPONSIBILITIES:
- Assists the Chief Executive Officer (CEO) in developing short and long-term objectives, goals, and strategies for HH.
- Ensures human resources strategies and policies are consistent with established HH goals.
- Serves on advisory boards and committees as requested.
- Maintains knowledge of industry trends and employment legislation, and updates policies to ensure compliance.
- Responsible for the effective administration of the HH compensation, benefits, and retirement programs.
- Responsible for developing incentive reward and recognition program for HH in coordination with the CEO and leadership team.
- Provides recommendations to the CEO that ensure appropriate service delivery and effective cost management.
- Responsible for the development and administration of an effective recruitment program that applies Indian Preference in employment.
- Oversee job classification and the updating of job descriptions.
- Responsible for maintaining all HR Department and Employment files.
- Works to resolve employee relations issues according to HH policies and applicable legal requirements.
- Serves as HR spokesperson in employment hearings when needed.
- Ensures all HR functions, including recordkeeping, interviewing, hiring, promotions, and terminations, are conducted in accordance with established HH policies and applicable legal requirements.
- Ensures training programs are consistently implemented.
- Ensures HR policies are updated and communicated to management and staff. Provides advice and interpretation regarding human resources policies as they relate to individuals and to HH objectives.
- Provides leadership to staff through effective objective setting, delegation, and communication. Conduct staff meetings as required.
- Ensure HR employees are well trained, effective, and optimally used. Instructs staff on policy, procedure, and program changes.
- Conducts performance appraisals as required. Formulates and implements corrective actions as needed.
- Ensures HR staffing levels are appropriate.
- Assists and supports department and overall HH staff as needed.
- Ensures employee payroll, benefits, and personnel questions are promptly and courteously resolved.
- Ensures the CEO is appropriately informed of area activities and of any significant problems or challenges.
- Completes relevant reports and attend meetings as required.
- Stays informed of trends and changes in the HR field.
- Attend seminars and professional conferences.
- Completes special projects as assigned.
- Other duties as assigned.
MINIMUM REQUIREMENTS:
- Minimum of five (5) years progressive leadership experience in the HR field.
- Minimum of 3 years in a supervisory capacity.
- Bachelor’s degree in Human Resources or a related field.
- Knowledge of personnel management requirements such as EEO, employee relations, position management, recruitment and training.
- Must have solid understanding of HR and employee related topics including: benefits, compensation, recruitment, performance and development, employee relations, and state and federal labor laws and regulations.
- Superior written and verbal communications skills to handle sensitive and confidential situations, provide guidance, and documentation.
- Strong analytical and problem-solving skills, with the ability to identify issues, evaluate alternatives, and implement solutions in a timely and effective manner.
- Solid interpersonal and supervisory abilities.
- Strong presentation skills.
- Effective project management abilities.
- Strong computer skills and experience with MS Works applications.
- A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers.
- Must have, or be able to obtain, a valid New Mexico Driver’s License. Must pass Driver Insurance Carrier’s requirements.
- Employee must not and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG).
- If claiming Indian preference, applicants must provide a completed copy of the Form BIA-4432.
- If claiming Veteran preference, applicants must provide copy of your DD214 Form.
PREFERRED REQUIREMENTS:
- SHRM-CP, PHR or THRP certification preferred.
- (5) years leadership experience in the HR field working in a tribally operated healthcare facility.
