JOB SUMMARY
The Director of HR leads and directs the HR function and acts as a strategic partner and member of the management team. Responsible for overseeing all HR functions including hourly recruitment, employee relations, development, employee programs, compliance, training and reporting as required. The Director of HR will establish and maintain appropriate relationships with the Catawba Nation Gaming Commission and other stakeholders. Directs and manages HR operations in accordance with applicable Catawba Nation Gaming Commission regulations and North Carolina State regulations, as applicable, company policies, internal controls, and standard operating procedures.
QUALIFICATIONS
  • Juris Doctorate degree from an ABA accredited law school
  • Must be licensed as an attorney in the Sisseton-Wahpeton Oyate Tribal Court
  • Must be licensed in the state and federal courts of South Dakota
  • Must possess at least one year of experience working as a prosecutor, preferably working as a Tribal Prosecutor
  • Must possess a working knowledge of the Sisseton-Wahpeton Oyate Tribal Codes and of all relative federal, state and tribal laws, rules and regulations

JOB RESPONSIBILITIES

First Major Function (50% of time spent)

  • Leads and directs the HR function for the casino, including recruitment, development, employee programs, compliance, training, and reporting as required. Participates as a member of the management team to set property goals as well as the drafting of policy and processes to achieve them. Collaborates with Catawba Nation Gaming Commission to ensure policies, tools, and programs meet the needs of the property. Ensures effective implementation of corporate programs and assists in change management initiatives.

Second Major Function (20% of time spent)

  • Focuses on nurturing positive employee relations across the property by utilizing a collaborative and efficient approach to achieve all stakeholders’ goals. Establishes an employee relations strategy to create and maintain an issue-free environment.

Third Major Function (15% of time spent)

  • Coaches and mentors management to improve the effectiveness and efficiency of labor and staffing models for the property. Supports a staffing model for the property with efficient and effective HR processes. Ensures succession and development plans are in place to continually improve the level of talent at the facility. Plans and develops programs and practices and coordinates human resources activities such as succession planning, talent acquisition, career development/training, organizational development, and employee relations that support goals.

Fourth Major Function (15% of time spent)

  • Provides leadership, direction and development to the HR Staff, to include hiring, coaching, and counseling of staff. Makes recommendations for HR structure and staffing to deliver effective and efficient service. Identifies, influences, administers and implements solutions using a shared, consultative approach that results in positive outcomes that enhance and sustain employee engagement.

MINIMUM REQUIREMENTS
  • Associate of Science/Arts degree from an accredited university with a major in either human services field, criminal justice, behavioral science, social science, or a related field; OR the equivalent level of coursework completion towards a Bachelor of Science/Arts degree from an accredited university in the same areas of study
  • OR the equivalent level of coursework completion towards a Bachelor of Science/Arts degree from an accredited university in the same areas of study. PLUS a minimum of three years of work experience working in a human services field with a minimum of one year in an ICWA program
  • Selected candidate will be required to complete a Motor Vehicle Records (MVR) check and must have an active driver’s license with a clean driving record in accordance with the Tribe’s insurance carrier and state of California driving requirements, meaning there are no major driving infractions such as DWI, DUI, excessive speeding, or frequent accidents
PREFERRED REQUIREMENTS

Essential Job Knowledge, Skills, Abilities and Competencies

  • Bachelor’s degree required in area of study for Human Resources or Business Administration
  • Minimum of 10 years of HR experience, with at least 5 years management experience, including previous experience in a generalist role
  • PHR or SPHR preferred
  • Knowledge of working in a casino, hospitality, and/or hotel industries
  • Fiscal accountability for HR Budget/P&L in planning
  • Strong communication and interpersonal skills with demonstrated experience in facilitating conflict resolution
  • Knowledge of talent development concepts and processes
  • Ability to think strategically and link the needs of the business to staffing, Catawba Nation Gaming Commission requirements and compliance
  • Ability to establish and maintain positive relationships with key stakeholders and maintain interpersonal working relationships among all personnel
  • Ability to step into various situations using proven problem-solving skills
  • Execute on strategic initiatives
  • Willingness to assume overall responsibilities relative to the performance of the staff
  • Timeliness and accuracy in performing assigned duties and responsibilities

  • Must be at least 21 years of age
PHYSICAL REQUIREMENTS:
  • Ability to operate computer equipment for extended periods of time
  • Must be able to remain in a sitting position for 50% of the time
  • Must be able to walk and stand on feet for long periods of time
  • Ability to work quickly and efficiently in a fast-paced environment
  • Visual acuity and hearing
  • Noise level may be moderate to high during busy times
