JOB SUMMARY:
The Executive Director is responsible for the executive-level administration and management of the Bois Forte’s governmental operations. This role involves strategic planning, policy implementation, and ensuring the effective delivery of services to the community, with a focus on enhancing communication, financial management, and software systems.
JOB RESPONSIBILITIES:
- Strategic Leadership: Provide visionary leadership and strategic direction to the Tribal Government. Develop and implement comprehensive plans, policies, goals, and programs to achieve the strategic objectives set by the Tribal Council. Foster a culture of excellence, accountability, and continuous improvement within the organization.
- Operational Management: Oversee the day-to-day operations of the Tribal Government, ensuring efficient and effective service delivery. Manage the acquisition and allocation of the Tribe’s fiscal, material, and human resources. Ensure compliance with all laws and policies.
- Financial Oversight: Lead the development and management of the Tribal Government’s budget in collaboration with the Chief Financial Officer and department heads. Implement robust financial management practices, including budgeting, accounting, and financial reporting. Oversee software systems.
- Human Resources and Staff Development: Supervise and mentor executive staff, providing performance evaluations, training, and professional development opportunities. Oversee the recruitment, hiring, and retention of high-caliber staff in coordination with the Human Resources Director.
- Policy and Compliance: Direct the establishment, implementation, and communication of organizational goals, objectives, policies, and procedures. Ensure compliance with all contractual, grant, and regulatory requirements. Monitor and report on the progress of RTC directives and policies.
- Stakeholder Engagement: Serve as the primary liaison between the Tribal Council, Tribal members, and external stakeholders. Represent the Tribe in interactions with Federal, State, and Tribal governments, as well as private entities. Facilitate effective communication and collaboration across org
- Program Evaluation and Improvement: Evaluate the effectiveness of programs and services, identifying areas for improvement and implementing necessary changes. Oversee the planning and execution of Tribal grants and initiatives. Ensure that all programs align with the Tribe’s strategic priorities.
- Risk Management: Develop and implement risk management strategies to protect Tribal resources and assets. Ensure thorough, accurate, and organized reporting to the Tribal Council and other stakeholders.
- Other Duties: Perform additional duties as assigned by the Tribal Council to support the organization’s mission and objectives.
MINIMUM REQUIREMENTS:
- Experience: Five (5) years of experience in Tribal or other government operation
- Education: Master’s Degree in Business Administration or Public Administration or related field or equivalent experience. (In lieu of a Master’s Degree an additional seven (7) years of related experience is required in addition to the minimum mandatory experience qualification.)
- License/Certification: Must possess a valid State of Minnesota driver’s license, reliable transportation, proof of insurance, and be eligible to drive under any other motor vehicle use policies applicable to the position.
