JOB SUMMARY:
Under the direct authority of the Tribal Gaming Board of Commissioners (“Board”), the Executive Director of the Picayune Rancheria Tribal Gaming Commission holds a key operational role responsible for implementing the policies and procedures of the Commission. This position oversees the daily operations, functions, and administrative affairs of the Commission, represents the Board’s policies to employees, community organizations, and the public, prepares budget requests, makes expenditure recommendations to the Board, and ensures effective administration and development of Commission staff and managers.
JOB RESPONSIBILITIES:
- Provide leadership, training, and guidance to Commission personnel, and collaborate with Human Resources, the Board, and other managers to improve Commission performance.
- Provide the Board and its consultants with the necessary information, documents, and materials in accordance with Commission policies.
- Maintain the Commission’s business records and accounts in accordance with Board directives and policies.
- Assist the Board in developing hearing procedures and maintaining records of Commission activities and decisions.
- Present all Commission reports and correspondence to the Board for review prior to external distribution.
- Comply with the Tribal Gaming Ordinance, Commission Regulations, federal laws, the Tribal-State Compact, and all applicable gaming regulations.
- Develop and periodically update a Commission Organizational Structure Chart, for Board approval, detailing departmental structure and positions.
- Prepare departmental budgets, including budgets for the Executive Director’s Office and the Board’s administrative expenses, for Board approval.
- Plan, organize, and oversee all Commission operations, including Audit, Background, Compliance, Investigations, IT, and Surveillance divisions.
- Keep the Board promptly informed of all Commission matters and all issues relating to gaming within the Tribe’s jurisdiction.
MINIMUM REQUIREMENTS:
- Bachelor’s degree or equivalent directly related experience, with at least four years of progressively responsible management or administrative experience in Gaming, including a minimum of two years in Tribal Gaming.
- Demonstrated experience in the development and implementation of programs, budgets, and administrative operations.
- Working knowledge of core Tribal Gaming Commission programs, procedures, regulations, and ordinances.
- Ability to interact effectively with the public, as well as with federal, state, and tribal agencies.
- General awareness of current trends and developments in the Indian gaming industry.
- Ability to supervise staff effectively, and to plan, organize, communicate, and manage a diverse and complex work program.
- Must successfully pass a pre-employment background check and drug screening.
