JOB SUMMARY:
Under general direction of the Human Resource Director, performs work of unusual difficulty in planning, developing, organizing, supervising and/or assisting in directing and managing the employee relations program. The Employee Relations Manager is responsible for employee relations strategies ensuring consistent interpretation and implementation of policies and procedures throughout the Gila River Indian Community. Responsible for activities regarding legal compliance in the development, implementation, monitoring and modification of policies, procedures, guidelines, leave management, and employee return to work. Incumbent will provide education and advice to leadership on the legal requirements, documentation and initiation of discipline and discharge procedures.
JOB RESPONSIBILITIES:
- Provides policy guidance on all major facets of human resource management, which encompasses recruitment, classification, compensation, employee relations, personnel records, employee training and development activities.
- Manage and coordinate the activities of a team of Human Resources staff including training, scheduling, hiring decisions, written performance evaluations, working with deficiencies and implementing disciplinary procedures.
- This includes editing/revising various written documents produced by unit staff, assigning work and evaluating staff performance.
- Administers, monitors and coordinates the employee relations program, provides technical assistance to staff, management and employees on grievance issues; maintains contact and communication with attorneys, aggrieved parties, initiating parties, and other organizations regarding human resources
- and grievance issues, disciplinary actions and related situations; monitors and coordinates the activities of the grievance process from the initial request for grievance through the formal hearing; schedules and conducts administrative meetings with employee and supervisor to attempt resolvement
- Conducts New Employee Orientation (NEO), prepares various management reports; represents department before Committees and Council as requested.
- Designs and develops training materials for presentation; conducts training and orientation regarding disciplinary actions, the grievance process, Policy and Procedures Manual, and other areas as requested, drafts, finalizes and implements procedures to support and define the Policy and Procedures
- Manual, i.e., employee procedures on family and medical leave, sexual harassment, drugs and alcohol in the workplace, employee conduct, etc.
- Schedules, conducts and/or attends meetings with division, departments/programs and employees regarding human resource management and human resources issues; provides management with alternatives, recommendations and advice on addressing individual and precedent situations not covered
- by the Policy and Procedures Manual.
MINIMUM REQUIREMENTS:
- Bachelor’s degree from an accredited college or university in Human Resources Management, Business Administration or a closely related field and five (5) years of professional human resources related experience in employee relations and experience in mediation and conflict resolution which includes three (3) years supervisory experience.
PREFERRED REQUIREMENTS:
- Competency in employment investigations, conflict resolution, facilitating employee relations trainings and unemployment hearings is preferred. Advanced Certifications in trauma, abuse, suicide intervention, and critical incidents preferred.
