JOB SUMMARY:
Position Summary: The Chief Human Resources Officer (CHRO) is a pivotal executive leadership position within the Catawba Nation. This position is tasked with steering the tribe’s human resources strategy to foster an inclusive and dynamic organizational culture. This position is charged with crafting long-term HR visions aligned with tribal values while ensuring the integration and adherence to tribal preference policies. As an executive leadership team member, the CHRO is critical in shaping organizational culture, optimizing talent, and ensuring compliance with tribal, federal, and state employment laws and regulations.
JOB RESPONSIBILITIES:
- Provide strategic leadership and direction to the entire HR organization, championing HR initiatives that support the tribe’s mission, ethos, and strategic objectives.
- Lead the development and execution of comprehensive HR strategies and initiatives that bolster workforce engagement, performance, and retention.
- Serve as a principal advisor to the Executive Committee on HR matters, ensuring alignment with organizational goals and cultural priorities.
- Drive the evolution of a robust talent management strategy, including workforce planning, multicultural recruitment, succession planning, and leadership development initiatives.
- Spearhead a full spectrum of employee relations endeavors, fostering a culture of openness, resilience, and transparency through effective coaching and conflict resolution.
- Architect innovative compensation, benefits, and rewards programs to ensure competitive alignment within the market, structurally sound pay equity systems, and comprehensive benefits offerings.
- Design and implement cutting-edge learning and development frameworks, advancing employee competencies, career progression, and leadership pipelines.
- Ensure rigorous compliance with all relevant tribal, federal, and state employment legislation and promote best practices in policy formulation and execution.
- Oversee advanced HRIS systems and data analytics to derive actionable workforce insights, improve decision-making processes, and enhance HR service delivery.
- Create strong cross-functional partnerships w/ key departments, including IT, Finance, Operations, & Legal, to ensure HR strategies are integrated seamlessly across the organization. - Serve as a key liaison between the organization and external entities, such as regulatory agencies, educational institutions, workforce development programs, and industry partners, to enhance HR initiatives, drive talent pipeline development, and ensure compliance with evolving employment standards
- Continuously evaluate and integrate emerging HR technologies and methodologies to drive organizational excellence and innovation
- Oversee and create compliance with the Tribal Employee Rights Ordinance (TERO), ensuring that all HR policies, practices, and employment decisions align with TERO guidelines. This includes regularly reviewing & updating procedures to reflect changes in the ordinance, serving as the primary (cont)
- (Cont) advisor on TERO- related matters, and coordinating with tribal legal counsel to maintain best practices in employee and citizen rights.
- Advocate for integrating diversity, equity, and inclusion (DEI) initiatives across all HR practices, fostering an equitable workplace environment.
- Other duties assigned by the Tribal Administrator or the Executive Committee.
MINIMUM REQUIREMENTS:
- Eight (8) to ten (10) years of human resources experience with expertise in all key functions. Six (6) years in a role in human resources for an organization with 200 or more employees.
- A master’s degree in human resources management, business administration, or a related field is required.
- Tribal Human Resources Professional (THRP) Certification required within one year of employment (SHRM or PHR Certification preferred) valid State Driver’s License and insurable driving record.
