JOB SUMMARY:
Under direction from the Deputy Director-Tribal Captain of Police, the Tribal Sergeant of Police will obey all lawful order and be responsible for the enforcement of all laws and ordinances, department rules and regulations, orders, procedures, discipline, punctuality, and attendance, ensure their own personal appearance as well as the appearance of his/her subordinates remain in good order as well as the efficiency of all members under his/her supervision. He/she will provide leadership, mentorship, guidance in developing loyalty and dedication to the Catawba Nation and its police department as well as to the police profession. He/she will always conduct themselves in a manner that will enhance the public image of the Catawba Nation whether on or off duty. A Tribal Sergeant of Police will advise the Deputy Director/Tribal Captain of Police of any problems or concerns and provides solutions to resolve such issues. Additionally, they will ensure an effective flow of communication throughout the Tribal Police Department, Tribal Administration, Executive Committee, General Council and the Tribal Community at-large in an effort to provide the highest level of policing services that builds trust, confidence and transparency between the police and those they serve. Lastly, a Tribal Sergeant of Police will dedicate themselves to upholding the cultural values of the Catawba Nation and wholeheartedly embrace a restorative justice model of policing whereby healing the tribal community through compassion, understanding and ensuring human dignity for all is delivered in the service provided by you and your subordinate officers.
JOB RESPONSIBILITIES:
- Provides the Deputy Director/ Tribal Captain of Police with a Tribal community perspective and assist with the implementation of goals, objectives, and priorities.
- Will develop employees by evaluating, mentoring, instructing, teaching, nurturing, sustaining, and discipling when appropriate those police officers under their command.
- Ensures that the daily patrol schedule is filled and will call for overtime when vacancies exist
- In the absence of the Deputy Director/ Tribal Captain of Police, he/she is responsible for the operation of their shift.
- Will uphold and assist with maintaining all department and CALEA standards implemented by the agency.
- Will work directly with the Deputy Director/Captain of Police & the Administrative Lieutenant of Police in the coordination of routine in-service training, analyzing difficult situations or problems presented by subordinate personnel & making recommendations to superiors, applying community oriented policing practices, compiling & preparing time and attendance information for submission to payroll, generating other various reports upon request & will act as the Field Training Officer for new recruit/transfer hires to the department.
- He/she will carry out the Deputy Director/Tribal Captain of Police directives and will communicate orders, memos, information, and instructions to their subordinates as if they were their own and he/she will ensure that these orders, directives, etc. are understood and are followed.
- Assure the accurate preparation, completeness, maintenance, review, and forwarding of reports and records.
- In the absence of the Deputy Director/ Tribal Captain of Police or as delegated to him/her, the Sergeant will carefully examine all books, records and reports required to be kept in conformity with the rules and regulations and see that entries therein are made.
- He/she will respond to calls for service he/she is detailed to, requested at, or that by their very nature would usually require supervision, and will randomly respond to other calls for service as he/she sees fit.
- Will review daily activity and incident reports of officers under his/her command ensuring accuracy, completeness, essential elements, and substantiation of action, acting as incident commander at sensitive and/or major scenes, assisting in patrol or investigative related functions
- Will request assistance from partner agencies during major incidents whereby the Catawba Nation Tribal Police Department would not normally be equipped to investigate effectively and efficiently.
- In his Deputy Director/ Tribal Captain of Police’s absence or as delegated to them, he/she will notify the Director/Tribal Chief of Police, of all major crimes which take place during their tour of duty in a timely manner.
- He/she will randomly inspect personnel, vehicles and equipment and in the captain/lieutenant’s absence or as delegated to them, he/she will cause inspection of the department building, property and equipment when necessary.
- He/she will notify their relief of all necessary police matters occurring during the previous shifts.
- He/she will ensure that all personnel under their supervision have the knowledge to operate the equipment pertinent to their assigned duties and will ensure that the departments resources are used effectively and efficiently.
- Ensure the security and care of prisoners and will obtain medical care when needed.
- He/she will hold line up in a timely fashion and disperse all necessary police information and inspect members and their equipment.
- Will make recommendations to his Deputy Director/ Tribal Captain of Police for members under their supervision deserving of commendations or awards.
- Will cooperate with other divisions within the Catawba Nation Government in matters of mutual interest.
- Will develop and maintain sound working relationships of mutual benefit with other federal, state and local agencies.
- He/she will ensure that all matters of a confidential nature are kept confidential and will report any knowledge of violations to the Deputy Director/Tribal Captain of Police promptly.
- In the Deputy Director/Tribal Captain Tribal Police absence, he/she will conduct a thorough investigation of civilian complaints against members under their supervision and will forward their report(s) and recommendations to the Director of Public Safety/Tribal Chief of Police.
- Identifies appropriate community engagement programs to build stronger community relationships and foster trust.
- Attends and participates in supervisory and other staff meetings as requested by the Tribal Chief of Police.
- Works with the Tribal Administrative Lieutenant of Police in maintaining the evidence room, records management system and other assigned administrative details as requested or assigned.
- Actively attends with subordinates’ various functions, community events and other opportunities within and beyond reservation lands that would lead to relationship building and the development of trust and cooperation with tribal citizens.
- Will perform other duties as assigned by the Deputy Director/Tribal Captain of Police, Tribal Administrative Lieutenant of Police and/or Director of Public Safety/Tribal Chief of Police.
MINIMUM REQUIREMENTS:
- Currently Certified South Carolina Class 1 Law Enforcement Officer
- Graduate of a recognized police academy
- 2-4 years of progressive supervisory leadership/management experience with a state recognized law enforcement agency.
- Ability to provide leadership and guidance to subordinate staff
- Ability to communicate effectively with a diverse group of both internal and external stakeholders
- Ability to analyze various options and choose the most appropriate course of action
- Advanced police supervisory training program
- Field Training Officer certification or ability to obtain
- Must demonstrate a firm grasp of all facets of a modern professional police department
- Must obtain BIA SLEC commission within 18 months of date of hire
- Knowledge of de-escalation strategies and restorative justice practices
PREFERRED REQUIREMENTS:
- Police administration experience
- Bachelor’s Degree from an accredited university
